Abstract

Abstract

The Libyan economy remains saddled with extensive controls, restrictions, and subsidies that continue to distort prices and resource allocations, hinder efficiency and competitiveness, and impede the performance of the economy. Executive Directors commended the liberalizing of the economy, and stressed the need to improve macroeconomic management, remove trade restrictions, accelerate structural reforms, and tighten monetary and fiscal policies. They supported the authorities' request for technical assistance from the IMF in the areas of statistics, financial programming, development of money markets, and financial instruments, and tax reform.

Abstract

This 2002 Article IV Consultation highlights that Paraguay’s economic performance in recent years has been characterized by slow economic growth and increasing unemployment and poverty rates. This stagnation reflects structural impediments to growth, exacerbated by external and domestic shocks. In 2002, the economy fell into its worst recession in decades, with real GDP down by 2½ percent, according to official estimates, or 4½ percent, according to IMF staff estimates, while inflation accelerated to 14½ percent. The public finances also deteriorated sharply in 2002.

Abstract

This 2002 Article IV Consultation highlights that since 2000, economic growth in Costa Rica has slowed to about 2 percent. Inflation has remained at 10 percent, and unemployment has remained at about 6 percent. The external current account deficit has increased to about 5.5 percent of GDP, reflecting a sharp increase in imports of capital goods by public enterprises, and a loss of dynamism of exports, associated in part with some weakening of international competitiveness. Progress in other areas of structural reform has also slowed in recent years.

Abstract

This 2002 Article IV Consultation highlights that real GDP for St. Vincent and the Grenadines grew by a modest ¼ percent in 2001, well below the 4 percent average for the previous three years. Preliminary estimates for 2002 indicate about a pickup in real GDP growth to about 1 percent owing to a strong rebound in agriculture prior to tropical storm Lili in late September, and construction activity as public sector projects were implemented. Inflation was about 1 percent in 2001 and 2002, and unemployment is reported to remain high.

Abstract

This 2002 Article IV Consultation highlights that eight consecutive years of growth in Barbados ended in 2001 as real GDP contracted by 2¾ percent, owing mainly to the adverse impact on tourism of the global economic slowdown and the September 11 terrorist attacks, as well as continuing declines in agriculture and manufacturing output. To lessen the impact of the September 11 attacks, the authorities implemented a national emergency program in the fourth quarter of 2001. Broad money grew by 5½ percent in 2001, reflecting capital inflows and an increase in international reserves.

Abstract

The Chilean government has succeeded in constructing and disseminating a clear view of its objectives and targets, both at the macroeconomic level and for individual budget programs. Government accountability to congress and the public is demonstrably being strengthened. A general reform challenge for Chile will be to institutionalize the many recent advances in transparency, so that they become permanent components of fiscal management. The flexibility inherent in such instruments as protocols and time-bound laws may contribute importantly to speedy and effective policy responses.
